Join us on Wednesday, November 12, at 9 a.m. for SDG&E’s EPIC 4 Project Proposal Workshop.
On November 12th, 2025, San Diego Gas & Electric (SDG&E) will be holding a public workshop introducing its second wave of project proposals from its 2021-2025 Investment Plan for the Electric Program Investment Charge (https://www.sdge.com/epic) program. Starting at 9am, SDG&E will share its intent to initiate one more project.
The EPIC program is funded by California utility customers under the auspices of the California Public Utilities Commission.
SDG&E is committed to sharing project research plans with the CPUC and the public at least one month prior to the launch of projects in their service territories. SDG&E is providing you this notice and invitation to its November 12th, 2025, public workshop and welcomes your attendance.

As SDG&E works on innovative solutions to meet California’s energy and climate goals, we want to make sure EPIC administrators, the California Public Utilities Commission (CPUC), stakeholders, and all other interested parties are informed and understand the EPIC projects we continue to launch in 2025. At this workshop, SDG&E will share its intent to review one new EPIC 4 project from its 2021-2025 Investment Plan for the Electric Program Investment Charge. Please join us for an online workshop where you can learn more about each focus area and have the opportunity to provide valuable feedback before their launch.
Project Description: This project is to build a new and innovative microgrid testbed at SDG&E’s Integrated Test Facility (ITF) and conduct trial testing of IEEE 2030.5 gateways and DER controllers in a safe environment. We will be collaborating with SDG&E’s Electric Distribution Operations to test their IEEE 2030.5 head end controller with the project use cases.

Electric Program Investment Charge (EPIC)
The California Public Utilities Commission (CPUC) established the Electric Program Investment Charge (EPIC) to assist the development of non-commercialized new and emerging clean energy technologies in California while providing assistance to commercially viable projects. EPIC consists of three program areas: (1) applied research and development; (2) technology demonstration and deployment; and (3) market facilitation, consisting of market research, regulatory permitting and streamlining, and workforce development activities. EPIC activities must be designed to produce electricity ratepayer benefits for San Diego Gas & Electric (SDG&E), Pacific Gas and Electric (PG&E), and Southern California Edison (SCE) customers.
The annual EPIC funding is collected from customers in electric utility bills at the following levels: PG&E (50.1%), SCE (41.1%), and SDG&E (8.8%). The California Energy Commission (CEC) administers 80% of the funding with authorization to invest in all three program areas. SDG&E, PG&E and SCE administer 20% of the funding with funding shares proportional to their respective collections and are limited to investing only in pre-commercial technology demonstrations. Therefore, SDG&E’s share of the EPIC funding is 0.2 x 0.088 = 1.76%.
