Kevin Sagara

Chairman and Chief Executive Officer

Kevin Sagara is chairman and chief executive officer of San Diego Gas & Electric (SDG&E). SDG&E is a regulated public utility that provides service to 3.6 million consumers through 1.4 million electric meters and more than 873,000 natural gas meters in San Diego and southern Orange counties. 

Previously, Sagara was president of Sempra Renewables, overseeing all aspects of the company’s 2.6-gigawatt renewable energy business segment, including project development, acquisitions, finance, construction and operations. Spanning 11 states and powering more than 750,000 homes annually, Sagara led Sempra Renewables to be recognized in the industry as one of the premier renewable energy companies in the U.S.

Sagara first joined the Sempra Energy family of companies in 1992 as an attorney with SDG&E and has served in a variety of senior leadership roles in commercial and legal capacities since then, including vice president and general counsel of various business units and vice president of mergers and acquisitions for Sempra Energy.

Sagara has held legal responsibility for many of Sempra’s largest transactions, including the merger that created Sempra Energy in 1998, the acquisition of the South American utilities in 1999 and the sale of Sempra Commodities in 2008.

Sagara has also held various leadership positions in the technology sector. He was vice president of mergers & acquisitions at Intervu, where he oversaw the streaming video company’s sale to Akamai Technologies for over $2.8 billion in 2000. Prior to that, he was general counsel at Widcomm, a Bluetooth software company.

Sagara holds a bachelor’s degree in geography-ecosystems from the University of California, Los Angeles and a law degree from Hastings College of Law. He currently serves as a member of the Board of Trustees of Hubbs-Seaworld Research Institute and on the advisory committee of the Harnessing Plants Initiative at the Salk Institute. Sagara also served on the Governor’s Committee on Energy Choice in Nevada.

Scott Drury

President

Scott Drury is president of San Diego Gas & Electric (SDG&E), one of Sempra Energy’s regulated California utilities. Sempra Energy is a San Diego-based  energy services holding company whose subsidiaries provide electricity, natural gas and value-added products and services.

SDG&E is a regulated public utility that provides service to 3.6 million consumers through 1.4 million electric meters and more than 873,000 natural gas meters in San Diego and southern Orange counties.

Prior to his current role, Drury served as SDG&E’s chief energy supply officer since 2015. As chief supply officer, Drury was responsible for all aspects of acquiring energy and capacity to serve the company’s customers, including electric transmission, enterprise engineering, strategic planning, and generation and resource planning. Previously, he was SDG&E’s vice president of human resources, diversity and inclusion from 2011 to 2015. 

Prior to 2011, Drury was director of safety and emergency services and director of supply management for both SDG&E and SoCalGas. 

Drury joined the Sempra Energy family of companies in 1986 and has held various management positions at SDG&E in areas including emergency services, construction, and procurement and logistics.

Drury serves on the board of directors of the San Diego Regional Economic Development Corporation, The Edison Electric Institute (EEI), and the California Business Roundtable, as well as on the advisory council of Alzheimer’s San Diego.

Drury holds a bachelor’s degree in public administration and a master’s degree in business administration from San Diego State University. He holds a certificate in human resources and labor relations from Cornell University.

Caroline Winn

Chief Operating Officer

Caroline Winn is chief operating officer for San Diego Gas & Electric (SDG&E), one of Sempra Energy’s regulated California utilities. Sempra Energy is a San Diego-based  energy services holding company whose subsidiaries provide electricity, natural gas and value-added products and services. 

SDG&E is a regulated public utility that provides service to 3.6 million consumers through 1.4 million electric meters and more than 873,000 natural gas meters in San Diego and southern Orange counties. 

Winn became chief operating officer of SDG&E in January 2017. Previously, Winn served as chief energy delivery officer, overseeing all energy delivery activities for SDG&E, including electric distribution operations and gas services, customer services, and external and state legislative affairs.

Prior to that, Winn was vice president of customer services and chief customer privacy officer overseeing all customer-related activities for SDG&E, including call centers, smart pricing program, energy efficiency, demand response and customer assistance programs, customer privacy, revenue cycle activities, electric rates and analysis, field services, corporate brand, marketing and customer communications.   

Since joining the company in 1986 as an associate engineer, Winn has held a number of leadership positions with SDG&E and Southern California Gas Co. (SoCalGas). Previously, she was director of supply chain management for both SDG&E and SoCalGas following her role as director of transmission and distribution asset management responsible for distribution planning, electric reliability, compliance management and information technology management.

Winn has a bachelor’s degree in electrical engineering from California State University Sacramento and is a registered professional engineer in the state of California.  

Winn serves on the Management Council and board of directors of the San Diego Regional Chamber of Commerce.  Winn also serves on the board of directors of the Western Energy Institute and the board of advisors for the UC Davis Energy Efficiency Center.

David Buczkowski

Vice President, Gas Engineering and System Integrity

David Buczkowski is vice president, gas engineering and system integrity for Southern California Gas Company (SoCalGas) and San Diego Gas & Electric (SDG&E), Sempra Energy’s regulated California utilities.

Buczkowski oversees gas engineering and system integrity, and has responsibility for SoCalGas and SDG&E gas major projects, including the project and construction management and project controls departments.

Buczkowski joined Sempra Energy in 2011 and was senior director of major projects for SoCalGas before his current position. Prior to this, he held various engineering, project management and project operations roles with Shell Oil, Parsons and Fluor.

Buczkowski serves on the Executive Assembly for Pipeline Research Council International.  He graduated with a bachelor’s degree in mechanical engineering from the University of Illinois at Champaign-Urbana.

Kevin Chase

Senior Vice President, Chief Information and Digital Officer

Kevin Chase is senior vice president for San Diego Gas & Electric (SDG&E) and Southern California Gas Company (SoCalGas), Sempra Energy’s regulated California utilities. He is responsible for information technology, digital innovation, strategic vision for technology, operational oversight and delivery of new technology solutions. Previously, Chase was chief information officer of Sempra Energy.

Chase, joined Sempra Energy in March 2017. Previously, he was chief information officer and senior vice president of technology and supply chain at Dallas-based Energy Future Holdings (EFH) from 2011 to 2016. He was also chief information officer and vice president of TXU Energy, a subsidiary of EFH, from 2008 to 2011.

Prior to that, from 2005 to 2008, Chase was a vice president of Black & Veatch, a global engineering, consulting and construction firm, overseeing the company’s technology and strategic consulting practice. In 2005, Black & Veatch acquired Fortegra, a management consulting and technology services firm co-founded by Chase in 1999. From 1993 to 1999, he was a senior manager at Accenture, leading enterprise and customer system implementations for some of the largest energy companies in North America.

Chase was elected chairman of the board and president of the American Lung Association in San Diego. Additionally, he chairs the Evanta CIO Executive Summit and Inner Circle in San Diego and serves on the governing board for the CIO Executive Summit of Southern California. Previously, Chase served on the board of directors for several non-profit organizations, including the Women’s Business Enterprise National Council and the Grapevine Relief & Community Exchange.

Chase graduated with honors from The University of Texas at Austin with a bachelor’s degree in business administration. He also completed the Wharton School’s Advanced Management Program.

Jimmie I. Cho

Senior Vice President, Distribution Operations

Jimmie Cho is senior vice president of customer services for Southern California Gas Company (SoCalGas) and senior vice president of distribution operations for SoCalGas and San Diego Gas & Electric (SDG&E), Sempra Energy’s regulated California utilities.

Previously, he held increasingly responsible management roles in the areas of gas transmission and storage operations; engineering and major projects; human resources, diversity and inclusion; customer communications, research and web strategy; safety and emergency services; and customer service field operations.

In addition to his tenure with Sempra Energy, he formerly served as director of resource conservation and public outreach at the Las Virgenes Municipal Water District, a member agency of the Metropolitan Water District of Southern California, and started his professional career as a project engineer for the Los Angeles County Sanitation Districts.

Cho serves on the board of directors of the Los Angeles Conservation Corps and National Utilities Diversity Council. He holds a bachelor's degree in geology from Brown University and a master's degree in civil engineering from Stanford University.

Randall L. Clark

Chief Human Resources and Chief Administrative Officer

Randall Clark is chief human resources and chief administrative officer for San Diego Gas & Electric (SDG&E), one of Sempra Energy’s regulated California utilities.

As chief human resources and administrative officer, Clark is responsible for developing and managing human resource policies, organizational effectiveness, staffing, employee communications, human resource service and analysis, and workforce readiness. Clark also oversees operations support and environmental services, and is responsible for all labor relations oversight, safety efforts and employee diversity and inclusion programs.

Clark graduated summa cum laude from Pepperdine University with a bachelor's degree in accounting. He also graduated with honors from Duke University’s School of Law. 

Clark is a member of several bar associations, the Society of Human Resources Professionals and World at Work. He also serves as a trustee on the board of the La Jolla Playhouse, where he serves on the nominating committee, and as a trustee on the board of Francis Parker School, where he chairs the audit committee.

Diana Day

Vice President, Enterprise Risk Management and Compliance and Acting General Counsel

Diana Day is vice president, enterprise risk management and compliance for Southern California Gas Company (SoCalGas) and San Diego Gas & Electric (SDG&E), Sempra Energy’s regulated California utilities. Day also currently serves as SDG&E’s acting general counsel.

In her current role, Day is responsible for the policy, governance, structures, process, and guidelines for the companies’ risk management practices, and the interaction of risk management with asset and investment management. As acting general counsel, Day is responsible for all legal affairs at SDG&E.

Day holds a law degree from the University of Virginia School of Law. She graduated summa cum laude from Washington State University with a bachelor’s degree in economics.

Bruce Folkmann

Bruce Folkmann is vice president, chief financial officer, controller, chief accounting officer and treasurer of San Diego Gas & Electric (SDG&E) and Southern California Gas Co. (SoCalGas), Sempra Energy’s California regulated utilities.

Folkmann is responsible for overseeing all of the financial planning and budgeting, energy risk management, financial reporting, treasury management and affiliate compliance for SDG&E and SoCalGas.

Folkmann graduated summa cum laude from the University of Houston Honors College, receiving degrees in Accounting and Finance.  He is a CPA, and began his career with Arthur Andersen and a large multinational company.

David L. Geier

Senior Vice President, Electric Operations

David L. Geier is senior vice president of electric operations for San Diego Gas & Electric (SDG&E), one of Sempra Energy’s regulated California utilities.

As senior vice president of electric operations, Geier is responsible for all aspects of electric transmission and substation operations, enterprise engineering and major capital projects.

Geier holds a bachelor’s degree in electrical engineering and power engineering curriculum from the University of Illinois, Urbana, and a master’s degree in electrical engineering and computer engineering curriculum from San Diego State University. He is also a registered professional engineer in California.

Geier currently serves on the board and is chairman of the American Red Cross of San Diego/ Imperial Counties.  He is on the Dean’s advisory board at San Diego State University and the University of San Diego, UCSD Jacobs School of Engineering Corporate Affiliates Program Executive Board and is a member of Institute of Electrical & Electronic Engineers (IEEE) and a past chairman of the IEEE power engineering society of San Diego.

Ben Gordon

Vice President, Technology Operations and Infrastructure Management

Ben Gordon is vice president of technology operations and infrastructure management for San Diego Gas & Electric (SDG&E) and Southern California Gas Company (SoCalGas), Sempra Energy’s regulated California utilities. Gordon provides strategic counsel to the senior management team and is responsible for developing and overseeing the execution of technology operations and long-term IT infrastructure plans. He works to optimize performance and decrease enterprise risk across the company’s technology networks, data centers and end-use devices.

Gordon joined Sempra Energy in August 2018. Previously, he was vice president of technology for Molina Healthcare in Long Beach, Calif. In that role, he led the technology operations, which included the creation and execution of a modernization program for the company’s technology platforms, implementation of cloud-platform technologies, and consolidating technology infrastructure to more efficiently run the company’s call centers and critical applications.

Prior to that, Gordon served as chief technology officer for Three Dimensional Resource Planning, a technology solutions and services company in Scottsdale, Arizona. Gordon held several management positions at Apollo Education www.cialispascherfr24.com Group – a provider of higher-education programs – including vice president of engineering.

Gordon has a bachelor’s degree in chemistry from Northern Arizona University and a doctorate in chemistry from the University of Florida.

Kendall Helm

Vice President, Energy Supply

Kendall Helm is a PhD economist and has been with the Sempra Energy companies since 2012.  Kendall joined Sempra as Manager of Corporate Economics, where she provided research on the company’s valuation, capital structure, and corporate strategy.  In 2014, she became Sempra’s Director of Investor Relations.  She joined SDG&E in 2016 as Director of Origination and Portfolio Design and oversaw the procurement of all long-term energy resources. In 2018, she was promoted to Vice President of Energy Supply at SDG&E. As Vice President of Energy Supply, she is responsible for all aspects of acquiring energy and capacity to the serve SDG&E customers, including electric generation and resource planning.

Prior to joining Sempra, Kendall was Senior Economist for International Affairs and Trade at the U.S. Government Accountability Office where she reported to Congress on topics relating to climate change, energy export promotion, and international competitiveness.  Previously, she has consulted for clients including the San Diego Regional Economic Development Corporation, Georgetown University, and the World Bank.

Kendall received a bachelor’s degree in economics and international studies from the University of Denver and earned a doctorate degree in economics from American University.

John Jenkins

Estela de Llanos

Vice President, Operations Support, Sustainability and Chief Environmental Officer

Estela de Llanos serves as vice president of operations support, sustainability and chief environmental officer for SoCalGas and San Diego Gas & Electric (SDG&E), Sempra Energy’s regulated California utilities. In this role, de Llanos oversees environmental services, fleet, real estate services, land services and facilities.

She previously was the director of major projects for SDG&E responsible for the planning and execution of major infrastructure projects throughout the company’s service territory in San Diego and South Orange counties.

De Llanos joined Sempra Energy in 2007 as senior environmental counsel providing legal advice and securing state and federal approvals for major energy and infrastructure projects for Sempra, SoCalGas and SDG&E.  Prior to joining Sempra, de Llanos was a senior associate in the Los Angeles office of the international law firm Latham & Watkins, where she represented a variety of clients on environmental issues.

De Llanos holds a law degree from the University of Pennsylvania and a bachelor’s degree in psychology with a second major in international studies from Yale University.

She is a member of the California State Bar and serves on the Board of the California League of Conservation Voters Education FundShe previously served on the Board of the Los Angeles Center for Law and Justice and the Del Mar Schools Education Foundation.

Gina Orozco-Mejia

As vice president of gas distribution, Orozco-Mejia is responsible for overseeing all aspects of gas distribution operations. In her previous role as director of labor relations, Orozco-Mejia was responsible for working with the unions that represent approximately 5,000 SoCalGas employees.

Orozco-Mejia has a master’s degree in business administration from Claremont Graduate University and a bachelor’s degree in electrical engineering from California State University, Los Angeles. She is also an alumna of the Southern California Leadership Network and Leadership California.

Mitch Mitchell

Eugene “Mitch” Mitchell is vice president of state governmental affairs and external affairs for San Diego Gas & Electric (SDG&E) and Southern California Gas Company.

Mitchell is responsible for state governmental affairs for both companies and oversees all external affairs activities for SDG&E.

Neil Navin

Vice President, Gas Transmission and Storage

Neil Navin is vice president, gas transmission and storage for San Diego Gas & Electric (SDG&E) and Southern California Gas Company (SoCalGas), Sempra Energy’s regulated California utilities.

Since joining SoCalGas in 2014, Navin has served in a number of increasingly responsible management positions, including director of major projects and director of storage risk management. Prior to this, Navin held project management positions with the Fluor and Parsons companies. His previous experience included work on sulfur recovery, gas compression processing, oil and gas production, refining, pipeline engineering, chemical weapons destruction, fuel cell power generation, and petrochemical plant projects throughout the United States, Middle East and Europe.

Navin sits on the boards of Housing Works and Friends of Ballona Wetlands. He holds a bachelor’s degree in chemical engineering from McGill University in Montreal, Canada.

Michael M. Schneider

Vice President, Clean Transportation and Asset Management

Michael M. Schneider is vice president of clean transportation and asset management at San Diego Gas & Electric (SDG&E).

In this role, Schneider oversees clean transportation, asset management, growth and technology integration, strategic planning and business optimization.

Most recently, he was chief environmental officer and vice president of operations support for both SDG&E and Southern California Gas Company (SoCalGas), Sempra Energy’s regulated utilities in California. His responsibilities included: facilities, fleet services, environmental services, real estate, and land services for both companies.

Previously, Schneider served as vice president of customer operations, where he oversaw billing, collections, customer contact center and meter reading organization, remittance processing and credit.

Schneider holds a master's degree in business administration from George Mason University with an emphasis in finance and a bachelor's degree in economics from the University of Arizona.

He serves on the Advisory Board and Director's Circle for the Lamden School of Accountancy at San Diego State University, the board of directors of the San Diego River Park Foundation, and the National Board of Advisors of the Eller College of Management at the University of Arizona.

Rodger Schwecke

Senior Vice President, Gas Transmission, Storage and Engineering

Rodger R. Schwecke is senior vice president, gas transmission, storage and engineering for Southern California Gas Company (SoCalGas) and San Diego Gas & Electric (SDG&E), Sempra Energy’s regulated California utilities. He oversees transmission and storage system operations and engineering. He also serves as the incident operations commander leading the investigation efforts surrounding the Aliso Canyon gas leak.

Since joining Sempra Energy in 1983, Schwecke has held a variety of increasingly responsible management positions in business development, operations, marketing, engineering and project management. From 2012 to 2016, he served as vice president, customer solutions for SoCalGas and was responsible for customer programs, customer communications and eServices, account executives and the development of new emerging technologies, including clean transportation, distributed energy, in-home services and biofuels.

From 2010 to 2012, Schwecke was director of storage and managed the underground storage field operations that support the daily and seasonal operational flexibility of the gas transmission and distribution system. From 2007 to 2010, he was director of energy markets and capacity products and led the development, marketing and capacity planning for products and services using existing pipeline and storage assets. He also developed regulatory cases and explored the expansion of these assets.

Schwecke serves on the board of directors for the Orange County Business Council, as well as the Discovery Cube Orange County. He is also a member of the University of California, Irvine Chief Executive Roundtable. He holds a bachelor’s degree in chemical engineering from California State University, Long Beach.

Dan Skopec

Dan Skopec is vice president of regulatory affairs for San Diego Gas & Electric and Southern California Gas Company.

Skopec is responsible for all regulatory affairs, and is the primary representative before the California Public Utilities Commission.

Skopec holds a master’s degree in international economics from The George Washington University and a bachelor’s degree in political science and European history from the University of California, San Diego.  

Skopec serves on the board of directors of the California Foundation on the Environment & the Economy, the California Council for Environmental and Economic Balance, and the California Carbon Capture and Sequestration Coalition.

As vice president of electric system operations, Speirs is responsible for the operations of the power grid, including the transmission and distribution control centers and emergency services.

She serves on the Advisory Board for the BE WiSE (Better Education for Women in Science and Engineering) organization, which is affiliated with the Ruben H. Fleet Science Center.

Denita Willoughby

Vice President, Supply Management and Logistics

Denita Willoughby is vice president of supply management and logistics for San Diego Gas & Electric (SDG&E) and Southern California Gas Co. (SoCalGas), Sempra Energy’s California regulated utilities.

As vice president of supply management and logistics, Willoughby is responsible for supply management, supplier diversity and logistics across both companies.

Willoughby previously served as regional vice president of external affairs for SoCalGas where she led the company’s community relations, public affairs and media and employee communications efforts.

Willoughby earned a master’s degree in business administration from Harvard University and a bachelor’s degree in engineering from the University of Wisconsin-Madison.

Willoughby serves on the boards of the Los Angeles Area Chamber of Commerce and Vision to Learn and is the chairman of the board of Unite LA.
