2027-2032 Reliability RFO

San Diego Gas & Electric Company (“SDG&E”)’s 2027 – 2032 Reliability Request for Offers (“RFO”) seeks offers for (i) Mid-Term Reliability (“MTR”) Resource Adequacy (“RA”) capacity to come online by and between June 1, 2027, and June 1, 2028, as required by the California Public Utilities Commission ("CPUC") Decision (“D.”) 21-06-035, D.23-02-040 and D.24-02-047 (together, the “Decisions”), and (ii) additional generic capacity in response to potential procurement targets under CPUC Rulemaking 25-06-019 to come online by and between June 1, 2027 and June 1, 2032. SDG&E is soliciting resources including energy storage systems (“ESS”) and California Renewable Portfolio Standard (“RPS”)-eligible renewable generation hybrid and co-located energy storage systems. All contracts shall have a minimum duration of 10 years.

This website provides an overview of the market solicitation. Respondents are strongly encouraged to download the RFO protocol and related documents pertaining to the resource type of interest, available below, to fully understand all aspects of this RFO.

The Decisions require, among other things, SDG&E to procure a total of 619.5 megawatts (“MWs”) of net qualifying capacity (“NQC”), set forth in more detail in the categories set forth in Table 1, below.

* The LLT resource requirements are equally divided among long-duration storage and firm, zero-emitting generation resources.

SDG&E has a preference for projects at or around the NQC of the above targets, but will accept and consider offers for larger projects pursuant to the evaluation process described below.

Table 3, below, shows the Commission approved incremental effective load carrying capacity (“ELCC”) values that will be applied to resources’ nameplate capacities to calculate the NQC for offers intended to count towards SDG&E’s MTR requirements shown in Table 1 above. September NQC was determined by utilizing the Incremental ELCC Study for Mid-term Reliability Procurement by E3 and Astrape and updated in January 2023, at https://www.cpuc.ca.gov/-/media/cpuc-website/divisions/energy-division/documents/integrated-resource-plan-and-long-term-procurement-plan-irp-ltpp/20230210_irp_e3_astrape_updated_incremental_elcc_study.pdf
