Overview

The San Diego Gas and Electric Company (SDGE) North Coast Construction and Operations (NCCO) Site Realignment Project (Project) is a multi-year development project of the existing NCCO site near the corner of Carlsbad Boulevard and Cannon Road in the city of Carlsbad, California. The Project includes transferring approximately six acres of the western portion of SDGE’s existing NCCO property to the City of Carlsbad (City) and acquiring new property (i.e., the Panhandle) from Cabrillo Power I, LLC north of SDGE’s existing NCCO property to reprogram and expand the NCCO site. Through the property transfer, the existing approximately 16.3-acre NCCO site will be increased to approximately 19.7 acres, supporting SDGE in meeting its public service requirements.

About the Project

The Project is located in the city of Carlsbad. The Project includes the construction of a new administration office building for SDGE staff and the demolition of some of the existing office buildings at the NCCO site. The office spaces to be removed or demolished include the existing administration office building (5,214 square feet), construction services field trailer (1,368 square feet), and crew room trailer (2,880 square feet). The new administration office building will be a two-story building that is approximately 30 feet tall and approximately 15,636 square feet in size. The new building will be sited in the same location as the existing crew room trailer. Additional site improvements include installation of new perimeter fencing with security and site-monitoring components; reorganization and relocation of the site laydown areas, storage racks, and training areas; relocation of employee and fleet parking within the site; installation of electric vehicle chargers for employee and fleet vehicles; grading of portions of the NCCO site to be level with the surrounding portions of the site; installation and upgrade of stormwater treatment facilities; and installation of landscaping. The main access to the Project site will be moved from Carlsbad Boulevard to an existing access point along Cannon Road.

What to Expect

Construction is anticipated to begin in 2029. The Project is anticipated to be a multi-year development within the NCCO site that will allow current operations to continue at the NCCO site during construction. Additional updates on the Project’s construction activities will be provided throughout the development process.

The Project is a multi-year redevelopment effort led by SDGE in coordination with the City and Cabrillo Power I, LLC. The Project includes transferring approximately six acres of the western portion of SDGE’s existing NCCO property to the City and acquiring new property (i.e., the Panhandle) from Cabrillo Power I, LLC north of SDGE’s existing NCCO property to reprogram and expand the NCCO site. Through the property transfer, the existing approximately 16.3-acre NCCO site will be increased to approximately 19.7 acres, supporting SDGE in meeting its public service requirements.

Planned site improvements include construction of a new two-story administration building, upgrades to existing site infrastructure, access modifications, installation of electric vehicle charging stations, and various enhancements to meet SDGE’s current construction and operations center standards. The Project also includes the eventual demolition of the existing administration office building on the western side of the SDGE property, which will take place after the new administration office building has been constructed.

The Project site is located in the city of Carlsbad near the corner of Carlsbad Boulevard and Cannon Road. The Project site is surrounded by industrial development to the north, Cannon Park and Carlsbad Boulevard to the west, Cannon Road to the south, and San Diego Northern Railway to the east.

The Project will upgrade the NCCO site to ensure the facility can support future operational demands and increasing load growth while continuing to meet public service needs. The Project will modernize the existing NCCO site, allow for relocation of site infrastructure to the Panhandle property, and expand the current 16.3-acre NCCO site to approximately 19.7 acres. In addition, the Project will include necessary site improvements and enhancements to bring the NCCO site into compliance with SDGE’s current construction and operations center standards.

Construction is anticipated to take place during normal work hours Monday through Friday from 8:00 a.m. to 5:00 p.m.
