Instructions to calculate the franchise fees on electric energy supplied by others

Customers Billing On A Non-Time-of-Use Rate

  1. Multiply the total number of kilowatt hours (kWhrs) consumed during the billing period by the percentage of power supplied by The Department of Water Resources (DWR). The result of this calculation represents the number of kWhrs supplied by DWR.
  2. Multiply the result of the calculation from step one above by the current price for electricity supplied by DWR.  * Please note the current price as of January 1, 2014 is $0.00.
  3. Locate the line item on your billing statement entitled “DWR Bond Charge” and add the amount to the result from step two above.
    • Note: Medical Baseline and CARE customers are not charged the DWR Bond Charge
  4. If you are a customer located within the City of San Diego, multiply the result of step three above by 6.88%. For all other customers not located within the City of San Diego, multiply the result from step three above by 1.1%.

Example Calculation

Here’s an example of a calculation for a residential customer located outside the City of San Diego who used 1000 kWh on their October 2008 bill with a meter read date of 10/21/2008.

Customers Billing On A Time-of-Use (TOU) Rate

  1. Multiply the number of kilowatt hours (kWhrs) consumed during each TOU period by the percentage of power supplied by The Department of Water Resources (DWR) in the during each TOU period.
  2. Sum the results from each TOU period. This total represents the number of kWhrs supplied by DWR.
  3. Multiply the result of from step two above by the current price for electricity supplied by DWR.
  4. Locate the line item on your billing statement entitled “DWR Bond Charge” and add the amount to the result from step three above.
    • Note: Medical Baseline and CARE customers are not charged the DWR Bond Charge.
  5. If you are a customer located within the City of San Diego, multiply the result of step four by 6.88%. For all other customers not located within the City of San Diego, multiply the result from step four above by 1.1%.

Example Calculation

Here’s an example of a calculation for a non-residential customer on a TOU rate schedule located outside the City of San Diego who used 3,280 kWh during on-peak, 15,040 during semi-peak and 16,320 kWh during off-peak on their October 2008 bill with a meter read date of 10/15/2008.
