Economic Development Rate Program

The Economic Development Rate (EDR) Program offers eligible businesses a 12% discount on the electric portion of their monthly energy bill for up to 5 years.

Program Overview

The EDR program was designed to support business growth and job creation in our community. By offering a 12% discount on the electric portion of the monthly bill for up to 5 years, the program helps to attract, retain or expand business entities within SDG&E®'s service territory --encouraging companies to stay in California rather than locate out of state.

Eligibility Requirements

To qualify, your business must meet one of the following criteria:

  • Non-residential, non-governmental business customers considering relocation outside of California.
  • Business at risk of ceasing operations in California without the benefit of the EDR. 
  • Business relocating into SDG&E's service territory from outside of California. 
  • Business customers receiving electric service through:
    • SDG&E (electric generation and/or delivery) 
    • Community Choice Aggregation (CCA) or Direct Access (DA). Note: CCA and DA customers receive the EDR discount only on the delivery portion of their bill.

Program Limitations

The EDR program is available until the program cap, a total of 40 Mega-Watts (MW), is reached.  This total is divided into two groups based on business size:

  • 10 MW is reserved for businesses that use 150 kilowatts (kW) or less.
  • 30 MW is available for businesses that use more than 150 kW.

How to enroll in the program

To get started, complete and submit the EDR interest form to receive more information about the application process.

Maintaining Eligibility

Once enrolled, businesses must:

  • Create and/or retain jobs in California.
  • Provide documentation showing out-of-state relocation options or operational scenarios.
  • Sign an affidavit confirming EDR influenced the decision to relocate within the SDG&E service territory.
  • If demand is 150 kW or below, sign an affidavit stating that “but for” the EDR discount, the business would not have retained load or relocated to SDG&E's service territory from outside the State of California.

All pricing plans (rates) are subject to the supervision and regulation of the California Public Utilities Commission (CPUC) and are subject to change by CPUC order. Community Choice Aggregation and Direct Access customers, EDR discount is limited to the Delivery portion of your monthly energy bill. No discount will be applied to the electric-generation portion of your energy bill. Additional documentation is required for applicants with demands greater than 150 kW.
