Application 04-12-004 -- Application to Revise Rates for Gas Service

On December 2, 2004, SDG&E and Southern California Gas Company filed an application to revise their rates for gas service. Specifically, this Application proposes to revise SoCalGas and SDG&E’s rates to combine the transmission costs of the integrated SoCalGas and SDG&E transmission systems, to establish a separate reservation charge for firm access rights into the systems (which will be credited back to customer rates), and to establish an in-kind fuel charge for transmission service. The Application also proposes new service offerings for off system deliveries.


R.04-04-003 -- SDG&E 2004 Electric Resource Plan - 7/09/04

SDG&E filed a long-term energy resource plan with the CPUC. The plan included:

  • A balance of conservation,
  • More renewable energy supplies,
  • New local power generation, and
  • Increased transmission capacity to meet the future energy needs of customers in SDG&E’s service area.

R.04-01-025 -- Gas Market OIR

On February 24, 2004, SoCalGas and SDG&E filed a joint proposal in response to Rulemaking 04-01-025 issued by the California Public Utilities Commission to establish policies and rules to ensure reliable, long-term supplies of natural gas to California. SoCalGas and SDG&E request that the Commission adopt the following policies by June 2004:

A diverse portfolio approach for the handling of interstate capacity across supply basins and interstate pipelines maximizes opportunities to benefit core customers with enhanced supply reliability and gas price stability.

Establishing an approved range for diverse interstate capacity holdings will achieve security of supply in a manner that balances Commission oversight and utility flexibility to contract for capacity on terms favorable to core customers.

Customers benefit through portfolio flexibility that adjusts to changing market conditions by staggering terms and expiration dates for interstate pipeline capacity holdings.

New gas supply projects and the construction of competitive new interstate capacity will be encouraged through flexibility in the utility's ability to contract for firm interstate capacity.

R.01-10-045 -- SDG&E 2003 Electric Resource Plan - Filed 4/15/03

R.01-08-028 -- Winter Gas Filing -- Petition of SDG&E, SoCalGas and PGE to Modify Decision 03-12-060
In this filing, the utilities propose to increase the energy efficiency funding levels for natural gas measures/equipment and appliances for the 2004-2005 winter season. SDG&E also proposed a Financing Pilot program as part of the Single Family Rebate program to assist customers with financing to improve the energy efficiency of their homes.

SDG&E proposes to:
1) Focus on installation of gas measures currently offered under two existing Statewide programs (Single Family Rebates and Express Efficiency), includinga residential financing component. In some cases the utility has proposed modifications to incentive levels.

2) Make available 10% of the total requested funding to partnership/non-utility programs in its service territory.

3) Launch an 8-week winter customer awareness campaign in late 2004 or early 2005.

4) Fund an additional $1.4 million in activities with projected incremental gas savings of 539,323 therms (excluding non-utility results).

5) Not seek a rate increase at this time due to the relatively small amount needed to the fund the programs. An increase in the PPP gas surcharge rate will be sought in the future if necessary.
