R.01-08-028 -- Winter Gas Filing -- Petition of SDG&E, SoCalGas and PGE to Modify Decision 03-12-060

In this filing, the utilities propose to increase the energy efficiency funding levels for natural gas measures/equipment and appliances for the 2004-2005 winter season. SDG&E also proposed a Financing Pilot program as part of the Single Family Rebate program to assist customers with financing to improve the energy efficiency of their homes.

SDG&E proposes to:

  1. Focus on installation of gas measures currently offered under two existing Statewide programs (Single Family Rebates and Express Efficiency), includinga residential financing component. In some cases the utility has proposed modifications to incentive levels.
  2. Make available 10% of the total requested funding to partnership/non-utility programs in its service territory.
  3. Launch an 8-week winter customer awareness campaign in late 2004 or early 2005.
  4. Fund an additional $1.4 million in activities with projected incremental gas savings of 539,323 therms (excluding non-utility results).
  5. Not seek a rate increase at this time due to the relatively small amount needed to the fund the programs. An increase in the PPP gas surcharge rate will be sought in the future if necessary.
