2011 Renewable Auction Mechanism

SDG&E is issuing this Request for Offers (RFO) to solicit offers from eligible renewable energy generators (Respondents).  By responding, Respondents are bound by the terms of this RFO.

SDG&E is seeking resources to expand its renewable portfolio. Resources offered must meet the California Renewables Portfolio Standard (RPS) eligibility criteria set forth by the California Energy Commission and the California Public Utilities Commission.

Proposals may be for one or more of the following alternatives

Power Purchase Agreement

RRespondent shall propose a power purchase agreement of no more than 30 years for capacity and/or energy from an eligible renewable resource that can meet the criteria described herein.

All resources must ultimately be delivered to any point within California and must commence deliveries in 2011, 2012, 2013, 2014 or 2015.

TREC Purchase

Respondent shall propose a sale of Tradable Renewable Energy Credits ("TRECs") that can be used by SDG&E for compliance with RPS requirements. Respondent must provide documentation showing the source and nature of the TRECs being sold to SDG&E conform with TREC definitions and limits under California Public Utilities Commission rulings.

SDG&E is particularly interested in in-state TREC purchases and Power Purchase Agreements to fill near term needs for deliveries in 2011, 2012 and 2013, as well as Power Purchase Agreements to fill mid-term needs in 2014 and beyond.

Respondents may submit one or more offers to this solicitation by submitting the forms listed below. Forms are available on the RFO Website. The failure to provide the listed information may result in the proposal being deemed non-conforming and may disqualify the proposal from further consideration.

    Respondents may submit more than one pricing option per project.

    Required for Power Purchase Agreement offers only. Respondents shall populate and redline the Model PPA.
  6. Project Viability Calculator (xls)
    Respondents must self assess the viability of the proposed project using the CPUC’s Project Viability Calculator.

    On June 2, 2011 the Commission directed SDG&E to use its new Project Viability Calculator (PVC) for the 2011 RPS RFO. Please submit the new PVC as a part of your bid documentation. If you already submitted a bid, please resend the PVC form only. Bids with the old PVC form will be considered non-conforming.

Optional Forms

  1. Consent Form (doc)
    Respondents who did not participate in the TRCR but have a CAISO-approved System Impact Study (SIS) shall submit a copy of the study along with the respondent's offer. SDG&E requests that respondents sign and return a Consent Form enabling the interconnecting utility's transmission personnel to share respondent's non-public transmission information with personnel in SDG&E's Electric and Fuel Procurement Department.
  2. TREC Quick Pricing Form (xls)
    Respondents making offers of TRECs that have been generated and tracked in WREGIS may use this optional TREC Quick Pricing Form in place of the Pricing Form above. TREC offers should be accompanied by documentation showing source, vintage, and quantity. At a minimum, such documentation should include a WREGIS Sub-account Disposition Report showing the TRECs being offered.

All offers must be uploaded to the RFO Website no later than Noon, local prevailing time, on the CLOSING DATE (see RFO Schedule). The Response Form, Credit Application and redlines to the Model PPA must be in Word or Word-compatible format (not in PDF). The Pricing Forms must be in Excel or Excel-compatible format (not in PDF).
