In order to bill its customers for the appropriate amount of energy supplied by DWR, each week SDG&E computes the percentage of power supplied by DWR for each of the load profile groups and also for each time-of-use period (e.g., on-peak, semi-peak, off-peak) within the profile group.

Electric franchise fees are collected from customers by SDG&E and paid to a city or county for the nonexclusive right to install and maintain equipment on highways, streets or public rights of way. Franchise fees for electricity SDG&E provides are included in its rates and represent 1.1% of customers’ electric bills.
As a result of emergency legislation signed by Governor Davis in January 2001, the California Department of Water Resources (DWR) began purchasing electricity on behalf of customers within the service territory of SDG&E. The new law further required SDG&E to collect from ratepayers and remit to DWR the revenue required to recover the cost of the purchased power.
